  • Heroes: talk to the City Representative in Atlas Park after reaching level 20
  • Villains: talk to Mr. Rodney in Cap Au Diable after reaching level 20. (Starting from Issue 21. Previously, Villains would talk to Kalinda or Matthew Burke in Mercy Island)
