Contact Introduced By[]

New Contact(s)[]

Colleen Nelson is a top notch lawyer who recently joined the district attorney's office. She has dedicated herself to bringing down the Council. She usually works with mutants and can provide Focus and Genetic Alteration Enhancements.

Colleen is a rising star in the legal world. I think you two will work well together.

There's a woman named Laurie Pennington over at the Freedom Corps who'd like to meet you. Apparently, she's heard good things. She can provide excellent information about the Council and the Warriors. She has access to Training Enhancements.

The work that Laurie and the Freedom Corps are doing is exemplary.

Information[]

Columnist

Dennis Ewell is a journalist for the Paragon City Free Press and a lifelong peace advocate. He earned quite a reputation back in the 80s, when he criticized a number of prominent heroes for their deadly and often illegal methods. Dennis was under 24 hours security for over a year after one vigilante swore to take his head. At the time his columns were controversial, but today everyone regards him as a elder statesman of hero-related journalism, and his columns are used to teach budding young journalists. These days, with heroes playing such a vital role in the city´s prosperity Dennis find much less to criticize. Instead he turns his powerful pen upon the criminals that menace the city streets. He often works closely with heroes, something he wouldn´t have dreamed of in the 80s. But times have changed, and so have the heroes.

Initial Contact[]

Working with heroes is still kind of strange for me, but maybe you can be the one to end those feelings once and for all.

Tsoo Dagger

You've kept this ancient Tsoo dagger as a reminder of the time you thwarted:

The Tsoo Coup

It all began when you took to the streets to battle the Tsoo of Independence Port and Talos Island. During these skirmishes, you learned that the Tsoo were planning a takeover of Paragon City. You also discovered a tube containing the blueprints to five buildings. You took the blueprints to Agent Warren Trudeau of the FBI, who promised he would identify the buildings for you.

Shortly afterwards, your contact got word of a large shipment of artifacts in the hands of the Tsoo. You went to recover these artifacts, only to find out that the rumors were nothing but a trap designed to snare some of the more powerful members of the Warriors.

When Agent Trudeau learned the identities of the buildings, you realized that three were Family front companies and two were probable Warriors' hangouts. The Tsoo attacked them all within hours, but quick action on your part prevented the Tsoo from annihilating their targets.

Furious at his failure to take over the gangs of Paragon City, Tub Ci ordered a hit on you, but no one has yet been bold enough to take the contract.

Hit the streets of Talos Island and take down as many Tsoo as you can[]

Briefing

I'm worried about the Tsoo. My sources tell me those power hungry gangsters have some big plan in the works, but nobody seems to know anything specific. I think you should hit the streets of Talos Island and take down as many Tsoo as you can. Maybe one of them will give us a clue about their next move. When you're done clearing Talos, move on to Independence Port.

We're gonna need some solid stuff to go on, but I'm sure you can find it.

Mission Objective(s)

  • Question Tsoo in Talos Island
    • Defeat 15 Tsoo

You've defeated enough Tsoo in Talos Island.

Icon clue generic
Tsoo conversation
One of the Tsoo you took down bragged:

'You cannot possibly stop all of us! The Tsoo are taking over very soon! Tub Ci is gonna run all of Paragon City, and there is nothing you 'heroes' can do about it!'

Mission Objective(s)

  • Grill Tsoo in Independence Port
    • Defeat 15 Tsoo

On the body of one of the fallen Tsoo, you found a tube containing several sets of blueprints.

Icon clue generic
Blueprints
You found this tube on a Tsoo gangster. It containing blueprints to five buildings in Paragon City.

Debriefing

I don't recognize any of the buildings in these blueprints that the Tsoo gangster was carrying. We'll have to continue this line of investigation.

Take the blueprints to Warren Trudeau[]

Briefing

I know this guy in the FBI, Warren Trudeau. He might be able to ID the buildings the Tsoo are interested in. Take the blueprints over to Warren, won't you?

It's kinda scary how many blueprints are here. Looks like the Tsoo could be planning something big.

Mission Objective(s)

  • Take blueprints to Trudeau

Debriefing

If you found these blueprints on a Tsoo gangster, they're probably planning a strike. I'll have someone at the bureau compare the blueprints to the city planner's files. If a match comes up, I'll let you know.

Debriefing

Thanks for getting those blueprints over to Warren. I'm sure he'll be able to ID the buildings the Tsoo are interested in.

Search the Tsoo base for the artifacts[]

Briefing

One of my sources called me with some disturbing news. It seems the Tsoo have amassed quite an impressive array of artifacts lately; it's the type of stuff the Outcasts and the Warriors go crazy over. Can you go search this Tsoo base for the artifacts? Thanks. I hear the leader of the base is called Copperhead. See if you can find out what he's plotting.

Warren hasn't yet been able to ID the buildings in those blueprints you found on the Tsoo. The minute I learn something, I'll let you know.

Mission Objective(s)

You hear the grunts and shouts of young men engaged in earnest battle. You may have stumbled into the middle of a gang war.

  • Defeat Copperhead and his crew
    • Search for clues

You defeated Copperhead and uncovered the trap laid for the Warriors.

Documents
These documents detail a five-pronged Tsoo strike against the Family and the Warriors.

Notable NPCs

Debriefing

So there were no artifacts at that Tsoo base at all, just a trap for the Warriors? Sorry I got you mixed up in this, but I think that your presence prevented the Tsoo from gaining further ground. According to these documents you found, the Tsoo are trying to take down both the Warriors and the Family! We could be looking at a major showdown.

Stop the Tsoo from taking over all the gangs of Paragon City[]

Briefing

Warren Trudeau just got back to me. He's ID'd all the buildings in those blueprints you found on the Tsoo. Three of them are front companies for Family operations. The other two are over on Talos Island. They're empty right now, which makes them perfect meeting places for the Warriors.

It looks like the Tsoo are planning a major hit on both the Family and the Warriors. Get out there and stop the Tsoo from taking over all the gangs of Paragon City!

See if you can get some more heroes to help you with this one. I am afraid that if the Tsoo are successful, Tub Ci will be mayor of Paragon City tomorrow.

Note

While the following missions have primary objectives involving the gang leaders, none of the missions have named bosses. Clearing the final room will fulfill the primary objective.

Mission Objective(s)

You enter with caution. This place has long been a suspected hideout of the Family.

  • Bust gang leaders, their crews
    • Unlock back room

You defeated all the villains in the first building.

Icon clue generic

You found this small brass key while searching a desk in the Family's lair.

Mission Objective(s)

The lobby has been ripped apart, tables and chairs thrown every which way.

  • Bust gang leaders, their crews

You defeated all the villains in the second building.

Icon clue generic

    • Disarm bomb, Unlock back room

You defeated all the villains in the third building.

You're in Warrior territory now, and they won't be happy to see you.

  • Bust gang leaders, their crews

You defeated all the villains in the fourth building.

Mission Objective(s)

This ordinary office building houses the final battle of this marathon campaign. The Tsoo are almost thwarted.

  • Bust gang leaders, their crews
    • 6 hostages remaining

You have prevented the Tsoo from taking over the gangs of Paragon City.

Notable NPCs

  • 6 Office Workers (Hostages)

Debriefing

To be honest, for a minute there I wasn't sure you could thwart the Tsoo campaign to take over the other gangs. Guess you showed me!

You did an excellent job today. If not for you, the Tsoo would have quickly established utter dominance over the streets of Paragon City. I heard through the grapevine that their leader, Tub Ci, ordered a hit on you. Don't worry, no one has been bold enough to step forward and take that contract. Not after the world of hurt you put on the Tsoo today.

Deliver package to Stephanie Peebles[]

Briefing

Have you ever been to Striga Isle? There's a woman there named Stephanie Peebles who needs our help. She's got all she can do trying to hold Port Noble together against the onslaught of the Council. Will you take this package over to Stephanie? I'd appreciate it if you didn't look inside.

The Council has managed to entrench itself on Striga Isle but good. If you can give Stephanie any assistance against them, I'm sure she'll be grateful. Of course, I hope you won't forget about your old friends here in Paragon City. We'll always be grateful for your help too.

Mission Objective(s)

  • Go see Stephanie Peebles

Icon clue generic
Mysterious package
This package, intended for Stephanie Peebles, has a strange scent. Try as you might, you can't quite place it.
Debriefing

Thanks for the package, I'm grateful. So, what do you think of Port Noble? Doesn't look like much, maybe? Well, it's my home. I've been doing what I can to kick those Council goons out, but I need more help. I'd appreciate it if you could stick around.

Otherwise, you can keep following leads from your other contacts. I'll always be here, and I'll always be grateful for assistance.

Hit the streets and defeat a few Warriors[]

Briefing

The Warriors have been spreading rumors that they have some kind of new invincible fighting technique. I doubt that this new technique really exists, but the rumors are enough to worry a lot of people. I need a hero to hit the streets and defeat a few Warriors to show that this invincible technique isn't. They're suppossed to be teaching this technique all over Talos Island, but defeating Warriors anywhere should still be a good demonstration.

The Warriors can be dangerous, but they aren't invincible. I know you can take them.

Mission Objective(s)

  • Disprove Warrior invincibility
    • Defeat 20 Warriors

Debriefing

Good job. You showed that the Warriors' invincible technique was nothing more than delusional fiction. The rumors have died down, and people can breathe easy again.

See Siren's Call Liaison[]

Briefing

I don't know if you realized this, but as we speak, Paragon City is under assault. Over in Siren's Call, Lord Recluse and his men are making every effort to get themselves a foothold. If we let them manage it, we'll be in serious trouble. I'd appreciate it if you'd go speak with the Longbow Warzone Liaison over in Steel Canyon. She could use the help of heroes like you.

Siren's Call is a PVP zone, where you may be killed by other players.

The Warzone Liaison can help you get the right contacts in Siren's Call.

Mission Objective(s)

  • Talk to Warzone Liaison

Debriefing

If you're ready to take on a real challenge, you can be a big help to Longbow here in Siren's Call. We have to push Arachnos out. If you're willling, you can talk to Agent Brinson. He's got a number of missions that will swing the battle in Longbow's favor. Or you can talk to the Security Chief at the Longbow Base; he can tell you all about bounties.

Siren's Call is a PVP zone. If you enter, you may be killed by other players. Do not enter if you are not willing to risk this.

Debriefing

I hope the Warzone Liaison gave you the info you need to help out in Siren's Call. It would be a shame to lose that zone to Arachnos.

Rescue Dizzy Frankley from the Tsoo[]

Briefing

The famous singer Dizzy Frankley has gone missing! Her agent, Charlie Sparks, thinks the Tsoo may have kidnapped her. I need you to rescue Dizzy Frankley from the Tsoo. I don't know what they want with her, but I'm sure it isn't pleasant.

See if you can find out why the Tsoo would kidnap a singer.

The air is heavy with the scents of moldering office furniture and the street drug called Rage.

Mission Objective(s)

  • Defeat kidnapper and his crew
    • Find Dizzy Frankley

Enemies

Badge villain tsoo Tsoo

Notable NPCs

  • Shadow Hand/Crazy Phoenix (Boss) (Lightning Blade)

Dizzy Frankley is my prisoner, and you will not set her free.

  • Dizzy Frankley (NPC Hostage)

Ok, ok! I'll tell you everything!

Icon clue generic
Dizzy Frankley's story
When you rescued Dizzy Frankley, she told you:

"I guess it was the pressure of the celebrity life that made me start taking Rage. Before I knew it, I was in over my head! The Tsoo wanted more money, and I just didn't have it! They said if I couldn't pay, they'd make an example of me. They were going to force me to participate in a Tsoo Fox Hunt!"

Icon clue generic
Note from Dizzy Frankley
Dizzy Frankley asked you to give this note to her agent, Charlie Sparks.

Mission Objective(s)

  • Take note to Charlie Sparks

Debriefing: Charlie Sparks

Dizzy's okay? Whew, thanks, Hero. It says here that the Tsoo wanted to make her participate in their next fox hunt. Have you heard of those, Hero? The Tsoo pump some poor soul full of Rage, release her, then hunt her down! They rarely kill the fox, but the hunts usually end in brutal beatings. It's a good thing you rescued Dizzy when you did!

Debriefing

Believe it or not, Tsoo fox hunts usually involve willing prey. Some gangsters consider playing the fox a testament to their courage and wit. But I'm not surprised the Tsoo would try to force Dizzy Frankley into a hunt as punishment for failing to pay her debt. Nice rescue, Hero.

Get the Platonic Solids away from the Warriors[]

Briefing

The Warriors recently got their hands on the Platonic Solids. They're ancient ritual tools of the Cult of Pythagoras, which practiced an abstract branch of magic based around geometry and geometric mathematics. A single solid is potentially capable of folding reality, time, and probability. I need someone to get the Platonic Solids away from the Warriors before they accidentally unfold space and time. You only have 90 minutes to recover the artifacts.

There's a rumor that the Warrior leader behind those thefts is trying to revive the Pythagorean cult.

I do have these for you, a set of Geometric Gauntlets. They were made to allow someone to handle the Platonic Solids safely, but they have an additional use. They can temporarily fold space around an enemy, holding him in place.

Temporary Power

The hero will receive the Geometric Gauntlets temporary power upon accepting this mission.

Temporary GeometricGauntlets Geometric Gauntlets Ranged, Foe Immobilize, -Fly
This Geometric Gauntlet creates a localized gravitational field strong enough to immobilize a single foe. The target can still attack, but cannot move. It is also powerful enough to bring down flying entities. There are 75 charges.

The grafitti on the walls has a strange geometric precision.

Mission Objective(s)

  • Defeat gang leader and his crew (Timed, 90 minutes)
    • 4 Platonic Solids to recover

Enemies

Badge villain warriors Warriors
Even in our moment of triumph we must maintain discipline.
Indeed! Our enemies are everywhere!
A worthy foe!
Ah! You will test my mettle!

Notable NPCs

  • Pythagoras (Boss) (Slasher Elite)

We're going to reawaken the geometric magic of old!
Pythagoras isn't just my nickname. It's my destiny!

Platonic icosahedron
Each facet of the 20-sided crystal reflects alternate versions of the last few seconds of time.

Icon clue generic

This eight-sized crystal is cracked and dark.

Debriefing

You make the hardest fights seem easy. The Platonic Solids are safe, and you managed it before the Warriors did any damage with them. Actually, my MAGI contacts tell me we were pretty lucky. The Octahedron was cracked centuries ago, and the most powerful Platonic Solid, the Dodecahedron, was lost in the destruction of the Library of Alexandria. Still, if they'd learned enough, the Warriors might have been able to make new ones. The city owes you again.

Recover the stolen artwork from the Tsoo[]

Briefing

An exhibit of artwork by the painter Jessica Frank has been stolen. I've learned that the Tsoo were behind it, and they have the art stored in a warehouse. I need someone to recover the stolen artwork from the Tsoo.

Jessica Frank's work isn't very valuable, but I've heard the theft was ordered by Tub Ci himself.

The crates that line the walls are probably full of stolen goods.

Mission Objective(s)

  • Defeat art thief and his crew
    • 4 paintings to find

Enemies

Badge villain tsoo Tsoo

Notable NPCs

  • Storm Strider/Iron Reaver (Boss) (Fire Dagger)

I will clear my mind through your violent death.

Icon clue generic

Debriefing

Wow, look at this painting! Is that a Tsoo ancestral spirit? Yes, look at the exhibit tag. It actually describes the process for summoning such a spirit. No wonder the Tsoo wanted to keep these paintings from being displayed!

Go to Independence Port and take back some territory from the Tsoo[]

Briefing

The Tsoo have been gaining a lot of territory in Independence Port, and it's causing a lot of problems. The port is Family territory, and every time the two gangs meet, it ends in violence. I need you to get over to Independence Port and take back some territory from the Tsoo. It could stop a lot of needless bloodshed.

The Tsoo have been making headway in Bell Point and Wave Landing. Maybe you should start in those neighborhoods.

Mission Objective(s)

  • Take territory in Independence Port
    • Defeat 20 Tsoo

Debriefing

The Tsoo are bound and determined to tread on every other gang's toes. Let's just make sure they don't leave a wave of destruction in their wake.

Take the fight to the Warriors[]

Briefing

A new wave of Warrior recruits have just hit the streets, and they're already terrorizing all of Talos Island. I'm looking for a hero brave enough to take the fight right back to the Warriors. If that gang grows much larger, it may become impossible to contain.

The Warriors have been doing a lot of recruiting in New Thebes and New Troy. You might want to start in those neighborhoods.

Mission Objective(s)

  • Combat Warriors in Talos Island
    • Defeat 20 Warriors

Debriefing

Even the wildest of the Warriors have started to get apprehensive whenever you're around, Hero.

See Dark Astoria Security Chief[]

Briefing

I need you to report to the Security Chief for Dark Astoria and help fight the Banished Pantheon. He didn't give me any details, but he sounded swamped.

Dark Astoria can get under your skin if you let it. Just focus on the job at hand.

Mission Objective(s)

  • Assist the Dark Astoria Security Chief

Briefing

The Pantheon is causing a lot of trouble around here, especially in Romero Heights and Raimi Arcade. Take this briefing and get out there.

Icon clue generic
Dark Astoria briefing
The maps say 'Astoria', but this place has always been 'Dark Astoria' to the people of Paragon City. The cemetery up there dates back to the prehistoric era, and there's sort of a spooky quality to it. Of course, very few people go in there anymore—not since the dead started crawling out of the ground! We're pretty sure it's the Banished Pantheon behind it all. They've got the magic to do it. You get rid of a few zombies, more come back. Even worse, there's a giant zombie in there. That's why the authorities have abandoned the place. Heroes should go in there only in small teams.

Mission Objective(s)

  • Keep the peace in Dark Astoria
    • Defeat 20 Banished Pantheon

Go to Talos Island and cull the numbers of the Tsoo[]

Briefing

The seers over at MAGI have alerted me to a potential problem with the Tsoo. There's a huge concentration of Tsoo ancestral spirits over in Talos Island, and their presence threatens to tear apart the mystical fabric of that zone. I need a hero who can get to Talos Island and cull the numbers of the Tsoo. Maybe we can keep Talos Island in one piece.

Helen Point and New Sparta are hotbeds of Tsoo activity. I recommend starting near those neighborhoods.

Mission Objective(s)

  • Avert mystic rift in Talos Island
    • Defeat 20 Tsoo

Debriefing

I had no idea those Tsoo ancestral spirits were so dangerous! Thanks for taking care of them, Hero!

Investigate the meetings between the Warriors and the Tsoo[]

Briefing

The Tsoo and the Warriors have been meeting all over the city for the last few days. The strange thing is that we haven't seen any violence. Those groups are planning something, and I want to find out what. I need you to investigate the meetings between the Warriors and the Tsoo.

Be ready for anything in there.

You hear the sounds and scuffles of combat, but they lack any real urgency.

while the bosses say:

Quotes

During this second half of the mission the villains will fight among them too:

Warriors Minion: My skill is invincible!
Tsoo Minion: Your skills are weak. (agroed)

Warriors Minion: I'll be right back to knock you out.
Tsoo Minion: Observe. You may watch me defeat this so-called hero.

And the bosses dialog is:

Warriors Lieutenant: Glory in battle!
Tsoo Lieutenant: Your technique is haphazard.

(agroed)

Warriors Lieutenant: MY ARENA!
Tsoo Lieutenant: You must defeat Copper Serpent in order to stand a chance.

(agroed)

Warriors Lieutenant: You are like a bug to me!
Tsoo Lieutenant: Attack me if you dare, I will crush you!

Debriefing

Breaking up that tournament probably saved lives in the end. Neither the Tsoo nor the Warriors really know how to lose gracefully. The real shame is that they couldn't put their strength to better use, like you do. So, just in case no one's said it recently, thank you. On behalf of all Paragon City, thank you.

Show the Warriors they aren't the ruling power in Talos Island[]

Briefing

The Warriors have been out on the streets of Talos Island in force lately, trying to exert their control over the city zone. They've been harassing the locals, defacing city property, and generally causing a lot of havoc. Someone needs to show them that they aren't the ruling power in Talos Island.

New Thebes and New Troy are typical Warrior hangouts. You could look for them there.

Mission Objective(s)

  • Combat Warriors in Talos Island
    • Defeat 20 Warriors

Debriefing

The Warriors don't stand a chance against you. Your dogged persistence has served you well.

Hit the streets and take on a few Tsoo[]

Briefing

The Tsoo are recruiting in earniest these days. If they grow much larger, we may not be able to deal with them effectively. I need you to hit the streets and take on a few Tsoo. If you show people that the Tsoo aren't as tough as they look, maybe they won't be so eager to join up.

You can usually find Tsoo in Talos Island or Independence Port.

Mission Objective(s)

  • Combat Tsoo menace
    • Defeat 20 Tsoo

Debriefing

I think you got the message out. Nobody will want to join the Tsoo if they know that you are on their case.

Assist the Security Chief in Independence Port[]

Briefing

Time to take a bite out of crime. The Security Chief in Indy Port wants some help with those scumbags from the Family. Go lend him a hand.

If you get a chance, take a look at the Statue of Wavelength near the water. She was a speedster who fell in the Rikti War.

Mission Objective(s)

  • Assist the Security Chief

Briefing

Here's some information on the area. We've been having a lot of trouble with the Family, especially in Crey Cove and Bell Point. I really need you to lend a hand.

This is where many brave heroes defended the city against an invading space armada back in the 50's. Paragon City renamed the area Independence Port, in honor of the heroes who died in that epic battle. You'll see the big statue of Cassiopeia by the bridge; she was one of the famous heroes who died in that fight. It's a shame that organized crime runs the docks nowadays. The Family pulls all the strings here, despite the best efforts of law enforcement.

Mission Objective(s)

  • Keep peace in Independence Port
    • Defeat 20 Family
