There's a Hmong businessman named Kong Bao who's a real leader in his community. You should talk to him. I'm sure you'd find him quite helpful, especially when it comes to the Tsoo and the Circle of Thorns. Mr. Kong has strong ties to Skyway City.

You'd never guess it to look at her, but the sculptor Virginia Hoffman really knows a lot about what's going on in this town, especially with the Tsoo and the Circle of Thorns. You should talk to her. Ms. Hoffman lives in Steel Canyon these days.
Virginia is very eccentric, but she has a good heart and is really interested in doing the right thing.

Abnormal Psychiatrist
Dr. Trevor Seaborn is one of Paragon City's many doctors to specialize in abnormal psychiatry. With such a large population of criminals with severe pathologies, there is always work to be done. Dr. Seaborn focuses his research on trying to understand the criminal mind, and he often works with police to create profiles of wanted criminals. He also has a good working relationship with many of the city's heroes, offering them advice about how to better confront the insane villains who threaten Paragon City every day.

Briefing
A local fortune teller called Ahlana has been reported missing, but she's left us a clue to her fate. According to the reading she gave the day before she disappeared, she was destined to be kidnapped by a cruel Circle mage known as Tarsis. Can you rescue Ahlana from the Circle of Thorns? I'm sure fate will smile on you if you can.
If you can't, I think we'll have to consider this mission a failure. I've got an extra emergency teleporter for you to take her, just in case
Ahlana has a reputation for being very accurate. Who knows what the Circle could do with the information she provides?

I have grave concerns with what the Hellions are up to. They seem to be consorting with the Outcasts on a more regular basis. Perhaps you should go 'talk' to some of the weaker Hellions and see if they can give anything up on their connections to the Outcasts.
If I were you I'd start in Galaxy City or Perez Park. Most likely they won't roll over on the Outcasts easily.

The defeated Hellion told you that the Outcasts were interested in buying whatever artifacts the Hellions could come up with, and would give some of the more powerful Hellions relics they could use to manifest powers. This Hellion thought that there was a gang even higher up the chain from the Outcasts who were really pulling the strings though. |

I have some friends who collect ancient weapons. When they found out that I worked with you they were quite impressed. They follow your exploits on the night news. They asked me to ask you a favor. They have seen the Circle of Thorns wield some very interesting weapons, and were wondering if you could procure one for their collection?
Rooftops in Kings Row, or inside the woods in Perez Park are your most likely places to find Circle of Thorns activity.

Briefing
The Hellions are spreading through Perez Park like wildfire, and every time they encroach on another group's territory, it means violence. I need you to get over to Perez Park and take back some territory from the Hellions. Maybe that'll keep them from starting another gang war in the near future.
I'd suggest starting on Hell's Highway, or maybe in Bettis Hills.
