You'd never guess it to look at her, but the sculptor Virginia Hoffman really knows a lot about what's going on in this town, especially with the Tsoo and the Circle of Thorns. You should talk to her. Ms. Hoffman lives in Steel Canyon these days.
Virginia is very eccentric, but she has a good heart and is really interested in doing the right thing.
Hugo Redding is a dedicated physician´s assistant who specializes in helping heroes. With the new teleportation systems and regenerative medicine advances, even the most damaged heroes seldom need a full-fledged doctor, a trained PA can handle most of their needs. One of Hugo´s duties is to monitor emergency calls and prepare the teleportation systems, and this gives him valuable insight into the various criminal deeds going on into the city. Whenever he can, he likes to help heroes out, pointing them in the direction of crises and potential points of interest.
I really enjoy working with heroes.
Rescue Ahlana from the Circle of Thorns
A local fortune teller called Ahlana has been reported missing, but she's left us a clue to her fate. According to the reading she gave the day before she disappeared, she was destined to be kidnapped by a cruel Circle mage known as Tarsis. Can you rescue Ahlana from the Circle of Thorns? I'm sure fate will smile on you if you can.
If you can't, I think we'll have to consider this mission a failure. I've got an extra emergency teleporter for you to take her, just in case
Ahlana has a reputation for being very accurate. Who knows what the Circle could do with the information she provides?

In fact, so much money flows through Steel Canyon, Paragon City ranks among America's richest cities. Success has spurred the construction of so many skyscrapers that the place looks like a canyon made of concrete, glass and metal. The zone isn't without its dangers, though. The Outcasts have claimed the area as their own, and they've recruited a lot of kids with mutant powers related to the elements. I have grave concerns with what the Hellions are up to. They seem to be consorting with the Outcasts on a more regular basis. Perhaps you should go 'talk' to some of the weaker Hellions and see if they can give anything up on their connections to the Outcasts.

I have some friends who collect ancient weapons. When they found out that I worked with you they were quite impressed. They follow your exploits on the night news. They asked me to ask you a favor. They have seen the Circle of Thorns wield some very interesting weapons, and were wondering if you could procure one for their collection?

That's too bad about those weapons, but it does seem odd that they would have magics on them to recover them. Perhaps they are in very limited supply?
Go to Perez Park and disrupt the Circle's rituals
The mystics over at MAGI are worried about Perez Park. It seems the Circle of Thorns has been spinning some seriously bad mojo in that city zone, and it's about to spiral out of control. I need you to get over to Perez Park and disrupt the Circle's rituals.
You should concentrate on Bettis Hills inside the park itself. Those are the areas where the Circle is most often seen.

Go to Perez Park and take back some territory from the Hellions
The Hellions are spreading through Perez Park like wildfire, and every time they encroach on another group's territory, it means violence. I need you to get over to Perez Park and take back some territory from the Hellions. Maybe that'll keep them from starting another gang war in the near future.
I'd suggest starting on Hell's Highway, or maybe in Bettis Hills.
