The rapid and rampant spread of high-powered weaponry throughout Paragon City is a cause of some concern to government and civic groups alike. Jake Kim is one of the world's foremost experts on weapons proliferation, and he recently came to Paragon City to study the phenomenon up close. With so many criminal and paramilitary groups using high-powered weaponry, it is surprisingly easy for deadly weapons to fall into the wrong hands. Jake does what he can to advise both law enforcement officials and heroes about the best ways to combat this growing menace. He provides valuable information about possible arms proliferation sites and works closely with the defense industry to improve their internal security systems. He has already been credited with keeping hundreds of powerful weapons off the street, and as his network of contacts and helpful heroes grows he is becoming even more effective.

There's been a great deal of chaos on the streets of the city, and a good deal of it has been started by a gang called the Freakshow. This highly factionalized group of nihilistic anarchists has become dangerous, fueled by a drug called Excelsior and their unwavering hatred of 'the system.' Their tenacity and wild abandon make them dangerous opponents. I just got a tip that the Freakshow have taken raided the Lockhart Aerotech weapons lab and made off with a mighty arsenal. Will you retrieve the stolen weapons from the Freakshow?

The Freakshow aren't just thugs with guns. They're well armed, well equipped, and crazy. With all of the Excelsior in their systems, many Freaks can barely feel pain. What's more, lots of them have undergone radical cybernetic surgery to turn themselves into walking death machines. So this isn't going to be easy.

Detective Jackson gave you Iron Hand's badge after you apprehended the disloyal agent. It's a constant reminder that life in Paragon City can be treacherous, even to hardened professionals.

A Hand of Iron

Your routine missions against the Freakshow were going well. Perhaps too well. Your contact informed you that your constant thwarting of Freakshow schemes had put an undercover cop in danger! The Freaks suspected they had a mole.

You hit the streets, defeating Freak after Freak in an attempt to divert suspicion from the mole. If you could only make your actions seem random, not directed, perhaps the Freaks would let their suspicions slide. In one battle, you recovered a list of names from a defeated Freak. You took the list to Det. Rondel Jackson, who was dismayed to learn that his officer's name was among those listed. It seemed the Freaks' suspicions might be on the money.

Det. Jackson asked you to rescue his agent, Iron Hand. After an intense battle with the Freaks, you learned that Iron Had had indeed become one of them. His undercover persona had become his life.

Prevent Freakshow from making off with the electronics[]

The Freakshow have broken into a warehouse full of electronic parts, which they no doubt plan to use for their cybernetic enhancements. If you get over there right now, you may be just in time to prevent the Freakshow from making off with the electronics.

During the 1950's, the titanic hero Talos fought to save the city from a horrid beast called the Chimera. Talos wrestled the protean creature into the deepest waters of the bay, and their struggles somehow set off a volcano in the waters. Talos was killed, and the island created by the lava flow was named after him. Recently, a couple of gangs have been squaring off for Talos Island turf: the Warriors and the Tsoo. The Warriors have a fixation with gladiators; they carry swords and are often superb soldiers. The Tsoo seem to be a gang with some magical might behind them.

We think they may be aware of our surveillance. You only have 75 minutes to investigate the warehouse.

This could be big. We've been trying for years to get evidence on the Family's drug dealing.

I just got a call from the Paragon City Museum of Art and Antiquities. It seems the Freakshow just stormed into one of their storage warehouses, and they're busting up everything in sight. I need you to get over there and stop them from destroying those items. Can you do it?

The Freaks have been there for a while, so I don't expect you to save everything inside. But if you can't save at least one important item, we'll have to consider this mission a failure.

I don't know what the Freakshow's aim is here. Proceed with caution.

The maps say 'Astoria', but this place has always been 'Dark Astoria' to the people of Paragon City. The cemetery up there dates back to the prehistoric era, and there's sort of a spooky quality to it. Of course, very few people go in there anymore—not since the dead started crawling out of the ground! We're pretty sure it's the Banished Pantheon behind it all. They've got the magic to do it. You get rid of a few zombies, more come back. Even worse, there's a giant zombie in there. That's why the authorities have abandoned the place. Heroes should go in there only in small teams.

Infiltrate the Freakshow and recover the stolen Chameleon Suit[]

Briefing

The Freakshow are always on the lookout for new technology they can put to use causing mayhem. Their leader, a man called Dreck, recently ordered the Freakshow to steal a holographic disguise suit that was in development over at the university. They got away with one of the two prototypes, but the second one was saved by a quick-thinking student. That's where you come in. I want you to infiltrate the Freakshow and recover the stolen Chameleon Suit.

The Chameleon Suit only has a limited power supply. It should last about 15 minutes.

This is where many brave heroes defended the city against an invading space armada back in the 50's. Paragon City renamed the area Independence Port, in honor of the heroes who died in that epic battle. You'll see the big statue of Cassiopeia by the bridge; she was one of the famous heroes who died in that fight. It's a shame that organized crime runs the docks nowadays. The Family pulls all the strings here, despite the best efforts of law enforcement.

Briefing

The Terra Volta reactor powers the force fields that keep the civilized parts of the city safe, so it's become quite a target for extermist groups like the Freakshow. I need you to get over to Terra Volta and make it clear that the Freaks don't belong anywhere near that reactor. Reactor technicians have reported seeing Freakshow near the Challenger Technology Complex and the Raysun Petroleum facility. Maybe you should start in one of those areas.

Terra Volta's pretty scary these days. I'd recommend taking some allies with you.

There are rumors around that the Freakshow is planning something in Talos Island to protest the capture of Upstart, one of their faction leaders. So far, they don't seem to have any plans, but if the number of Freaks reaches a critical mass, they won't need a plan to set the whole zone on fire. It would be a good thing if you could head off the Freaks' violence. I've heard that a lot of them are congregating near New Thebes and Argo Highway, but you can probably find Freakshow all over.

As I mentioned, the Freaks don't seem to have a plan, yet, so there's still time. A few public defeats by heroes such as yourself should cool them down.
