Ruled by the hero (or villain, depending on how you look at it) known as Emperor Cole, Praetoria is, by all accounts, a glamorous city. But beauty is in the eye of the beholder, and to those who can see past the facade, Praetorian Earth is a breeding ground of villainy.

Praetorian Police Department - The counterparts to the Paragon Police Department, these men and women work to secure the rule of Emperor Cole. Their main enemy is the Resistance. Players are given an opportunity to join either faction.
The Resistance - Led by Calvin Scott, these men and women fight tooth and nail to remove Emperor Cole from power. Scott has the uncanny ability to hide from the Seers (Mother Mayhem's psychic network), and attempts to subvert newcomers to Praetoria. Their main enemy is the Praetorian Police Department. Players are given an opportunity to join either faction.
